En el marco del Latinoware 2007, fue presentada la Guía Práctica sobre Software Libre, su selección y aplicación local en América Latina y el Caribe, una publicación de UNESCO, cuyos autores son Fernando da Rosa del UYLUG Grupo de Usuarios Linux del Uruguay y Federico Heinz de la Fundación Vía Libre radicada en Córdoba, Argentina, con colaboración y aportes de Beatriz Busaniche, Gustavo Boksar y Rodolfo Pilas.
La guía busca responder a la necesidad de proveer información concreta sobre las experiencias en el uso de software libre, y a promover su uso como una contribución a las demandas de desarrollo, inclusión digital y social.
Según palabras de sus autores, esta guía, no pretende ser una catedral, sino un bazar en el sentido de Eric S. Raymond, algo nunca acabado, algo en permanente desarrollo, al igual que el movimiento del Software Libre, este es simplemente el puntapié inicial.
